Herbs are made of the green parts of plant, especially leaves, sometimes stems.  That’s thyme, sage, parsley, etc.
Spices are made from the other parts: seeds, bark, roots, fruit.  For example, cinnamon (bark), pepper (fruit), nutmeg (seed), garlic (root).
